واحد خودمختار فلسطینی ریاست کا موقف
میں پاکستان اور فلسطین کے کردار کا بھی تذکرہ کرنا چاہوں گا، کیونکہ پاکستان اور فلسطین کا رشتہ انتہائی مضبوطی سے باہم مربوط ہے۔ اسی شہر لاہور میں، خواتین و حضرات، 23 مارچ 1940ء کو دو قراردادیں منظور ہوئیں۔ مینارِ پاکستان کا وہی مقام، جہاں حافظ (نعیم) صاحب نے کل اور پرسوں ایک بہت کامیاب عوامی جلسہ منعقد کیا، عظیم مسلم رہنما قائدِ اعظم محمد علی جناح کی قیادت میں دو قراردادیں منظور ہوئیں:
- پہلی، برصغیر کے مسلمانوں کے حقِ خودارادیت کے لیے، جس کے نتیجے میں پاکستان معرضِ وجود میں آیا۔
- دوسری، فلسطینی عوام کے حقِ خودارادیت کے لیے، جو ایک آزاد فلسطینی ریاست کے قیام کے مطالبے پر مشتمل تھی۔
اور خواتین و حضرات! جب 14 اگست 1947ء کو پاکستان معرضِ وجود میں آیا، تو پاکستان کے گورنر جنرل اور سربراہِ مملکت قائدِ اعظم محمد علی جناح کی جانب سے کسی غیر ملکی رہنما کو لکھا جانے والا پہلا خط، 13 دسمبر 1947ء کو صدر ہیری ٹرومن کے نام تھا، جس میں ریاست اسرائیل کے قیام کی مخالفت کی گئی تھی کہ اسے قائم نہیں ہونا چاہیے۔ اس معاملے پر آواز اٹھانے والے ہم پہلے تھے۔
اور میں یہ بھی ذکر کرنا چاہوں گا کہ پاکستان واحد غیر عرب ملک ہے جس نے دو عرب اسرائیل جنگوں میں حصہ لیا: (1) 1967ء کی عرب اسرائیل جنگ، جسے جون جنگ بھی کہتے ہیں، ہمارے گروپ کیپٹن سيف الاعظم نے اردن کی فضائیہ کی طرف سے لڑتے ہوئے دو اسرائیلی طیارے گرائے۔ (2) اکتوبر 1973ء کی جنگ، رمضان جنگ، یا جسے یوم کپور جنگ یا اکتوبر جنگ بھی کہا جاتا ہے۔ ہمارے پائلٹ، گروپ کیپٹن ستار علوی نے شامی فضائیہ کی طرف سے لڑتے ہوئے دو اسرائیلی طیارے گرائے۔ لہٰذا، ہم نے اس میں فعال حصہ لیا۔
اور 1974ء میں، اسی شہر لاہور کے اندر، خصوصی اسلامی کانفرنس میں، جس کی میزبانی سعودی عرب کے شاہ فیصل شہید اور پاکستان کے بھٹو صاحب نے کی، PLO کو پہلی بار فلسطینی عوام کی واحد جائز نمائندہ تنظیم تسلیم کیا گیا، یہاں تک کہ عرب لیگ سمٹ سے بھی پہلے۔ تو پاکستان کا یہ تاریخی کردار رہا ہے۔
اور 1982ء میں، بیروت کی جنگ کے دوران، جب فلسطینیوں کو لبنان سے بے دخل کیا جا رہا تھا، تین ممالک نے فلسطینیوں کو فوجی امداد کی پیشکش کی: پاکستان، ایران اور الجزائر۔ لہٰذا ہمارا کردار ہمیشہ موجود رہا ہے۔
اسی لیے ہم اہلِ پاکستان کو سلامتی کونسل کی منظور کردہ قرارداد 2803 پر سخت تحفظات ہیں۔ میں G8 گروپ، جس میں پاکستان، انڈونیشیا، ترکی اور دیگر ممالک کے ساتھ ساتھ چین اور روس بھی شامل ہیں، سے اپیل کرتا ہوں کہ مشرقِ وسطیٰ میں پائیدار، دیرپا اور انصاف پر مبنی امن کی بنیاد ایک آزاد اور خودمختار فلسطینی ریاست ہی ہو سکتی ہے جس کا دارالحکومت یروشلم ہو۔ اس سے کم کچھ بھی فلسطینی عوام اور پوری دنیا کے لیے قابلِ قبول نہیں ہوگا۔
I would also like to mention the role of Pakistan and Palestine, because Pakistan and Palestine have a very unique relationship which is inextricably intertwined. In this very city of Lahore, ladies and gentlemen, on 23rd of March 1940, two resolutions were passed. The same place where Hafiz (Naeem) Sahib hosted a very successful popular rally yesterday and the day before yesterday, Minar-e-Pakistan. Under the leadership of the great Muslim leader Quaid-e-Azam Muhammad Ali Jinnah, two resolutions were passed.
- One, seeking the right of self-determination of the Muslims of India, which led to Pakistan.
- The second, the right of self-determination of the people of Palestine, seeking an independent Palestinian state.
And ladies and gentlemen when Pakistan came into being on 14th August 1947, the first letter written by the governor general, the head of the state of Pakistan, Quaid-e-Azam Muhammad Ali Jinnah to any foreign leader was a letter from him to President Harry Truman, on 13th December 1947, opposing the state of Israel that should not be created. We were the first to speak up on that.
And I would like to mention Pakistan is the only non-Arab country which has taken part in two Arab-Israeli wars: (1) 1967 Arab-Israeli war, the June war they call it, our Group Captain Saif-ul-Azam fighting for the Jordanian air force, shot down two Israeli planes. (2) October 1973, the Ramadan war, or they call it the Yom Kippur war, or the October war. Our pilot, Group Captain Sattar Alvi, fighting for the Syrian air force shot down two Israeli planes. So, we have taken active part in that.
And in 1974, in this city of Lahore, at the special Islamic conference, hosted by King Faisal Shaheed of Saudi Arabia and Mr. Bhutto of Pakistan, they recognized the PLO as the sole legitimate organization of the people of Palestine for the first time, before even the Arab League summit. So Pakistan has this history.
And 1982, in the battle of Beirut, when the Palestinians were being evicted from Lebanon, three countries offered troops to the Palestinians: Pakistan, Iran and Algeria. So our history is very much there.
That is why we in Pakistan have grave reservations on resolution 2803, which has been passed by the UN Security Council. I appeal to the group of 8, which includes Pakistan and Indonesia and Turkey and other countries as well as China and Russia, that the basis of enduring, lasting, just peace in the Middle East has to be an independent sovereign state of Palestine with Jerusalem as its capital. Nothing short of that will be acceptable to the people of Palestine and to the world at large.
